The transformations gripping the music and culture industries are increasingly causing seemingly irreconcilable discrepancies between artists and fans, producers and consumers. Our headlong race into a digital information society has meant that more and more often, end consumers are able to tap into free goods - a state of affairs that has already begun to be taken for granted. Artists and producers, on the other hand, are attempting to find a safe niche somewhere on the tightrope between culture and profitability and trying, not least, to secure their living. How will the struggle between culture and profit, art and economy be reflected in European policies? What measures can be used to tackle the societal and economic developments that have arisen from this recent technological and social change? How can European and state competences and responsibilities be rethought and harmonized for everyone’s benefit?
The panel Brussels 2.0 focuses in particular on the following topics: what European policies or rules exist to promote innovation and profitability in the creative industries? What do the “net neutrality” and open standards agreed upon by the European Parliament in 2008 aim to achieve, and what concrete results have they actually brought about? What is the significance, in this context, of discussions concerning the monitoring or even combating of music piracy? What role does Europe need to play in the varying debates on this issue that are being conducted on the national level? What other concrete measures to support and promote the creative industries is the EU taking in the form of long term priority programmes? What status do the creative industries have in terms of European cultural heritage? On what premises is the whole intellectual property debate being conducted, particularly with regard to the difficult relationship between content and technology? And what ideas, such as the culture flat rate, has this debate produced? How are they regarded within the various media?
Fittingly scheduled to tie in with the EU Year of Creativity and Innovation 2009, this panel explores the realities of the European vision of the information society, looks at the significance of the creative industries and attempts to put forward some solutions to the thorny problems connected with these issues.

EUROPEAN FUNDING – PROGRAMM FOR CULTURE (2007-2013)
WHAT IS THE MIRACLE BEHIND SUCCESFUL APLLICATIONS? WORKSHOP
Sabine Bornemann (Director, CCP-Cultural Contact Point Germany)
mehr
The European Union offers support to large scale cultural co-operations. Due to the fact that money is scarce for culture, even on EU-level, and that the cultural independence of the participating countries must under all circumstances remain untouched, there are several rules to be regarded when seeking EU support for a project. This workshop gives an overview of the structure of the EU Culture Programme (2007-2013) as well as useful tips and hints from the 12 years of practical consulting experience by Cultural Contact Point Germany, the official national help desk for the EU's Culture Programme. The main emphasis will be on the European aspects of project development - which type of project is eligible for EU funding and which is not? A short description of the new online application procedure will be given and we will briefly discuss alternative funding opportunities. There will be time to deal with questions from the participants.

Werte 2.0 – Intellectual property vs. Cyberculture Share all, crack all, free for all! What is now common practice in today's youth and web culture will tomorrow be a decisive factor concerning the weal and woe of the artist; no less than an entire ('founding') culture is at stake. At this stage it seems clear who the winners are, because where a business model competes against a freebie, failure is inevitable. Or maybe not? Web culture equally lives off the free availability of data, “free” (= “free of costs”) is its engine and the blood that keeps it alive. The global network is the medium of freedom of information and thus the bearer of a new idea of a global democracy. Then what is the significance of saying “if it's free it's probably worthless” here? We question the worth of intellectual property in the digital age and ask who should talk to whom, and with what motivational background; for (actual) places of this discussion are rare and usually held intra-industry; talking about each other is easy, talking with one another isn't at all. This panel will offer a live experience in which forces collide with one another in this context; what power the artistic work holds, where the benefice of the conservative music and newspaper industry are defended against the laws of the digital universe, and how rapprochement are sought and found.

The old and rigid structures of the music industry are slowly disintegrating, and traditional business models are driving into a digital wall. The motto; 'do it yourself and do it better', seems to be a reaction. More and more artists, from indie bands to superstars, say goodbye to the established mechanisms and multitudes of middlemen and take a headlong plunge into the grass roots adventure: with their own label and as their own PR, promotion and booking agency. The band Angelika Express financed their current album on fan shares including profit participation. Will music turn out to be a completely fan based service? Is this going to work? Are there still other options?

No other country in the world has experienced such an unprecedented economical upheaval as seen currently in China. This is also reflected in a booming entertainment industry; here alone 650 million people use the mobile phone for entertainment and as a music tool; and the Chinese are very open-minded towards Europe, which provides for excellent business opportunities.
The aim of the panel »2.0 China«, on Thursday 13.08., is to present to the German specialist audience and especially to the independent sector, a practical introduction and overview to and from the »Middel Kingdom«, whereby a particular focus will be placed on the Digital market. Jingming Qu of the China Music Copyright Services will hold a lecture to highlight the new challenges made to the international copyright (tbc); while Jean Hsiao Wernheim (Head of International Shanghai A-Peer Synergy Group and co-organizer of the ICIS) along with the promoter and organizer Neebing, who led Richie Hawtin’s successful China tour, will give an overview of the developments of Chinese music, creative, and event marketing. The other panellists finally include: Anja Goette (Koelnmesse International), the Cultural Officer of the German Pavilion at EXPO 2010 in Shanghai; as well as the China expert H. Globally, music has never been more easily available. More music is consumed today than ever before. And no other cultural discipline has been confronted so urgently and intensively with the problems that the transition to the digital age has brought.
The complete disappearance of its physical carrier mediums has turned music into a commodity to be acquired or exchanged free of charge, leaving the producer and author with little to no remuneration. This raises the central question of how a new awareness can be instilled into future generations of the actual value of music, whatever form it takes as a commodity.
In order to answer this question, we need to form a detailed picture of the users and consumers of music. New studies show that young internet users only have a very vague idea of where the line between legal and illegal music consumption lies. In addition, consumers and users need to be informed about the process of creation that goes into the commodity which is music, in order to convey and anchor an idea of the value of this work. It has taken a long time to formulate and constructively approach this problem. The initial reaction of the music industry was a reflex one – to counter “internet piracy” through legal means by holding accountable the providers and users of file sharing networks and the ISPs that host them.
Values 2.0 sees experts from the music industry, academia and politics get together to discuss ways of creating awareness of intellectual property and getting people to recognize the value of a cultural product in the seemingly free stream of data afforded by the internet.

The Price for Music Model strives to provide artists and music rights holders with a monetary return for music content consumed via the internet, addressing the revenue gap arising from digital content being downloaded via non-legitimate channels. The model provides a wide range of settings that can replicate a large number of scenarios across both physical and digital music sales. Its objective is to stimulate debate by providing stakeholders and commentators with the ability to estimate the financial impact that different services may have on music industry revenues over time.
